People with High Support Needs
Valuing People Now says that people with complex needs should have the same opportunities as everyone else: inclusion and participation in all areas of community life, including living independently and having paid work.
For people with more complex needs equality of access and opportunity usually means that specific adjustments need to be made and this may include very specialised support, both intense and ongoing. However, lack of understanding and aspiration about what can be achieved sometimes leads to an assumption that people will be passive recipients of care throughout their lives, as opposed to people who can make decisions and live as empowered citizens in our society.
